Hong Kong wants to stage the judo event to address Olympic qualification concerns

The Hong Kong Judo Association (HKJA) is hoping to hold an event that will count towards Olympic qualification after raising concerns over the impact of the COVID-19 crisis on its athletes’ chances of securing a place at Tokyo 2020. HKJA chairman Wong Po-kee told the South China Morning Post the organization is planning to stage a competition in February or March using a “safety bubble”, pending Government approval.

The bubble, part of the International Judo Federation’s (IJF) COVID-19 protocol, would grant international athletes traveling for the event an exemption against two-week quarantine measures in place in the country.

“The biggest problem remains is that if we invite overseas competitors to Hong Kong, they will face minimum two-week quarantine under the current health practice,” said Wong. 

“If we cannot lift that quarantine requirement, I am sure we cannot have an international tournament.

“If the Government can accept this safety feature and lift the quarantine requirement for overseas arrivals, we may be able to work out a fruitful plan.”

Travel restrictions imposed across the world in response to the pandemic have led to increasing concern in numerous sports over how athletes can qualify for the postponed Tokyo 2020 Olympics.

Wong said it would be difficult for Hong Kong judoka to compete in the tournaments which count towards the IJF rankings, used to determine Olympic quota places, as most are set to take place in Europe.

Leung Po-sum, ninth in the women’s under-57 kilogram rankings, is Hong Kong’s main hope of sealing a Tokyo 2020 judo berth, and Wong said the HKJA was hoping she would be able to take part in competitions in Europe to boost her chances of qualification.

“We are planning to send Leung to Europe next year but it’s very difficult to get out of Hong Kong these days under the quarantine requirements, both for Hong Kong and overseas countries,” said Wong.

“If she cannot compete anymore, she may be overtaken by other judokas from the region. 

“Having a qualifying event in Hong Kong will help safeguard her position.”

Under the IJF’s revised process for Tokyo 2020, athletes have until June 28 next year to earn qualification points.

The IJF was forced to push back its deadline in the wake of the decision to postpone Tokyo 2020 to 2021.

The coronavirus pandemic curtailed dozens of judo events and led to the early abandonment of the 2020 World Tour season.

The All Japan Judo Federation is expected to determine its policy at an extraordinary meeting of executives on Friday. While expectations for Japanese judo domination are a constant, the federation faces additional pressure to deliver results on home soil.

According to one executive, many voices within the federation are calling for existing qualifications to be carried over as the most practical option. With no clear timeline for the resumption of international competition amid the coronavirus crisis, there is a belief that there may be too many unknowns to chart a new path for qualification.

All but one of Japan’s 13 representative slots have been filled under the original Olympic timeline, with only the men’s 66-kilogram division yet to be determined. That berth had been whittled down to two candidates — reigning world champion Joshiro Maruyama and former world champion Hifumi Abe — who was set for a winner-take-all bout at the All-Japan Weight Class Championships last month, before its postponement.

For the Olympic 2020, the federation introduced a new three-step selection process, based around performances at major competitions, which had been intended to give selected athletes ample time to prepare for the Olympics. Soon after the International Olympic Committee announced the postponement of the Tokyo Games on March 24, several athletes reportedly urged the federation to clarify its selection policy.

Judgment on the matter had been expected at an executive meeting on April 15, but before it could take place, the federation was hit with an outbreak of the pneumonia-causing coronavirus at its Tokyo headquarters. According to the AJJF, of 19 people working at the federation’s office in the capital’s Bunkyo Ward who were tested, 16 were found to be infected with the virus.

The decision on Olympic selection is now expected to be reached at Friday’s extraordinary meeting before being made official at a board meeting next month. Whatever it decides, the federation will be guided by the principle of selecting athletes with the “strongest prospects of winning gold medals.”

“The current representatives were picked for having the strongest chances of winning gold in 2020, not 2021. We cannot ignore the momentum athletes have over [the] year before the (2021) Olympics,” said an official who proposes the federation go through another selection process.
